When did it change so that we could see these?

11:35:10 Dec 1st 13 - Dark Spawn (Mr. Dark Spawn The Small):

You can see Halfling scouts only if you have army or scout near them.
If they avoid your soldiers you will not see them.
There might be loads of scouts around your cities that you can not see.
