You have two options
Build taverns - they increase morale
Or Cast Happyness
Make sure you have troops in the city because peasants with low morale will revolt and you will loose a city.

Or you can just leave it alone, morale will increase of its own accord :) the two options Jasmine gave will speed up the process, but it'll still go up if you don't bother with them
