No matter what I do, I cannot seem to get my population over about 25% in any of my towns. I am building at a 1:3 ratio right now of houses to other buildings... I know the proper ratio is 1:5, but until my pop is at least at 50%, I need the houses. What else can I do?

If your building more homes the % of unfilled homes will rise, and so population % will drop. Peasants will still come into your city every tick- if you monitor peasant levels rather than population % you will probably find it is increasing every tick. When you stop building homes in that city the population % will rise.
