That event means that peasants in one of your cities saw the dragon, and then it went away. So the dragon is somewhere on the map, you just dont see it. Maybe its on the other side of the map now, build guard towers so you have vision.
Or maybe someone killed the dragon, so its gone.

I highly doubt its a dragon, since, if I remember correctly, it will appear on the news saying:

Our peasants report seeing a dragon.

I think thats how it will appear on the news page.
