Why Cant I Build

For three straight hours now, I've looked at my cities and it keeps telling me I can build 0 buildings.

I have plenty of resources.

What is this?

A city can only build a limited number of buildings at a time. Is your town still trying to build the things you ordered it to build?

I have a lot of cities so this happens :[

if you are very close to resources you wont be able to build more, maybe you've reached the maximum capacity, check the FAQ :)
