I have the same bug.

Each mine produce around 2 gold per day and 21 stone every 33^th day.

^^^^ that's on a city I took. My other mines have 4 gold and 3 stone per tick, eventhough they are as close to the mountain as they can get. :/

there is no way it makes sense to have limits this low. It is not worth any investment at this point. granted this is a city i took over, but why waste my time?

Production will be high in the beginning and slow down exponentially.

Does production go down according to the amount of buildings you have or it just goes down as time passes? I have quite low income but its still some stone per hour, so I am thinking, maybe you could try destroying some of your badly developed cities?
