Roman numeral of 12 is XII, take out the lower portion of that Numeral you get VII. which is 7.

yes, Mavich is right about the Roman numerals, subtracting 12 gives the answer, but that is absolutely not the answer that i'm looking for. 42 is right for everything, except this, and i would have also accepted 72. (cruise the forums, and you'll know why ^_~)
so when is 19 equal to 7? that is the riddle

zero is the number that equals 0.

the ? would have to be a wild card fraction of 19/7...
which would technically work... but I'm sure that's not the answer you're looking for.
