RoC seems to be under the impression that RoC has ever had a choice in the matter...?

Aloysius, obviously they would favor a NAP partner over an unconditional CF partner...wouldn't you?  NAP agreements often say you are required to open city gates for the NAP partner with the lone exception being if the target kingdom is also a NAP partner.  The target  DOA was not a NAP partner, and therefore, that doesn't apply?

I really have no "angle" in this little discussion, but thats how I would understand the scenario to have gone. 

Yes a NAP is higher than a CF, but still doesnt mean anything. If how hes saying it is true.

Then lets use the current era to provide example, DOA is fighting FATE. FEAR wants to fight DOA also. How would FEAR feel if FATE got a CF with DOA. and then opened blockers for DOA to come and kill FEAR?

The real point is that ROC jumped into relations with both kds- and as such should have held a neutral stance- ROC was well aware we never had any intentions otherwise- we had been in war the entire era up until that point- they spawned next to us oop we killed them and they respawned next to us on the other side.  We moved over to continue the war and realized that they were also getting hit by FATE-  When we spoke to ROC we made it very clear that our intention was to allow them to fight their other enemy.    Now regardless of the official name of the arrangement we had -- both kingdoms knew the intent behind it and then ROC went and nap'd fate approximately at the same time-- so thereby not bothering to give us a chance or the respect to say hey we're going to nap FATE -- they made an arrangement with FATE to open blockers for them knowing we had no idea or giving us any opportunity to set up a defensive situation against FATE..

however you wanna to hash it out it was a shady move by a small kd trying to stay alive and thus pretty much cant be trusted.  Now it was last era its over...no reason to rehash it :P

In my eyes, what ROC did last era is unhonorable.

Anyway... let's just move on and get back to the topic. FANTASIA ERA 48. :)
