I've read on numerous guides that an army has no upkeep when stationed on top of an ally's city, however through experience I have not see this to be true. Am I doing it wrong? :)

This was removed years back, if you ask me, it was pretty abusable you could literally have hordes camping on your allies cities and get no upkeep and you could keep making more hordes.
