when the ones that you destroyed finish wrecking, in other words, you have to wait till the wreckage of the buildings finishes to be able to build new ones.

If the city once belonged to a dwarf or an elf AND they expanded the city into a mountain or a forest, you will not be able to expand the city.
 (because other races can not build into terrain)
