I've been wondering, can you cast plague on an enemy scout and will it spread the plague?
If no, what if it goes into a city the next tick?
Does it have to be casted on a city or larger army?

If you cast it on an army, the army will become infected. If the army camps on (prepping) or is stationed in a city, then the city will have a chance of becoming infected. The plague will not jump to another army from yours magically, the the plague will also not magically jump to a city magically. To spread  to and from an army, it needs direct contact.

To spread from city to city, it magically jumps a set radius each tick. Any city in that radius has a % chance of infection. City to army infection only occurs in direct contact.
