I was just playing about with my spells and I used teleport on the smallest city there is, the spell was successful but it told be the city was so big it couldnt be teleported anywhere. does the teleport spell even work?

Must have high MP for cities. Higher MP the larger the range it can go. SO if small MP it will try and place it right there somewhere.
