In this way an extra person is created from extra body parts. Look at the lowest row, all their heads got shorter. Is that how it works?

10:14:20 Apr 21st 07 - Mr. Architect: I would say there are 12 people, because when it switches, the kid on the far left has an incomplete head making it less than 13 people, so the answer would have to revert back to the last whole number which is 12. My answer is 12.
