This is way off topic but here i go..

so i want to change the resolution and resizing my screen so i can get clear view, like making it smaller with clear graphic but putting the screen border smaller and not like spreading it out and making it all fuzzy. Like from 1000x800 screen to 800x600 screen..well you know what i mean.

Yeah but it change the resolution but not the screen size....my defualt is 1280x1000 but with i change it to anything smaller it spread out to my monitor size and get fuzzy X.X but then the size stay the same..I want the whole screen to resize to 800x600!!so i can play black shot without lagg!!!

  You don't need a geek, you just need some basic idea of how windows works 0_o       while your there you can adjust the fps, I like mine at like 70 or above or it gives me a headache.

it not adjusting the FPS it about croping the screen down to whatever resolution not stretching it all over

lol, do what I do when I dont know how to do something on a computer, just click around randomly until you get the right result. Obviously this may not always go to plan, "Self Destruct button initiated"

...But hey, you'll get it right eventually...
