I tried photoshop before, it is not really better than paint for your purposes, it truly is made to edit photos. Though maybe that's just because I never got into it's more complex functions...

macromedia flash suxx0rz, but it can give good results anyways... crackin is not too hard...
And again you'll be able to make movies out of it..

but i'd still suggest you try INKSCAPE. that thingy is JUST FOR DRAWING. Very hard to edit photos...


and actually just about anything with Bezier curves would be good for you I think... Inkscape has that.
