How to understand there is no boats? How can I cross the river if all bridges are burnt by enemy and there is no boats? What the game without boats?

You are in, but now we need to get boat from somewhere. As it showed up there is no boats in the game yet. And looks like there is no seas also.
But we can still drink as the pirates, just need very very much taverns in our towns.
