Had the people been danish, I'm sure "Stone to Gold" would be best (water to wine could be used too if that spell had been in our toolbox). But since they might be a little un-developed due to their former ruler, you should probably have tried with a little less advanced spell. Just tell them to be happy. You might have to tell them that several times since...... they might not understand you in the first place. But finally they will salute you as the only true leader of that city and they will not revolve any more. Unless they get a new "dear" leader to worship of course.
