Arthur, its a combo thing. Cities, killed and battles. You need all three to move up the ladder. I've been up and down the list depending on who had more or less of any of those 3.

But it's obvious that cities are the most important. 

  1. Ms. Anika has won 67 battles, captured 67 cities and killed a total of 1478752 men and women.
  2. Fire Lord Nova The Incinerator has won 78 battles, captured 62 cities and killed a total of 1873215 men and women.
  3. Mr. Fredddy has won 48 battles, captured 62 cities and killed a total of 1570179 men and women.
  4. Mr. Serenity has won 35 battles, captured 56 cities and killed a total of 443335 men and women.
  5. Princess Aisha has won 42 battles, captured 52 cities and killed a total of 430396 men and women.
  6. Mr. Tossed Smiling Midget has won 52 battles, captured 51 cities and killed a total of 810457 men and women.
  7. Mr. News Network has won 62 battles, captured 50 cities and killed a total of 519185 men and women.
  8. Sir Shadowsky has won 39 battles, captured 45 cities and killed a total of 291584 men and women.
  9. Sir Kool has won 47 battles, captured 44 cities and killed a total of 955361 men and women.
  10. Endless Muggings has won 28 battles, captured 40 cities and killed a total of 141529 men and women.

Just # of cities taken.  The other two only matter when there's a tie.  I mean taking cities is important for sure, but kills is much more important.  And I'm not ragging on you Endless, I <3 you ;)  Just I've been annoyed with this system for a while.

Yeah Arthur, cities first.  Didn't is use to be kills first and people complained about that as well? I'm convinced there is no way that people will be 100% satisfied with the most fearsome no matter which way it's coded :D
