Why does it take longer to train troops in a captured city that it does in a city you built?
Example:
In a city you build, you can set to train 5,000 warlords. Chances are, some would be available the next tick.
In a captured city, they won't be available until the full amount.

Because once you take the city production is not 100% You will only get fast troops when your production is max. This way most of the troops will come at max training time, even if production is 99% it will go much slower than it would go at 100%. That is why people tend to wait hours for it to go to 100%, its worth it.
