That city was built 3 times. First it had 6.4k size, after that i got 6.4k again. Then i got 14.4k size. If he/she did same I'd agree with you too.

I've played for +3 eras continuously in multiple worlds. There wasn't any situations similar. This isn't enough to call me multi sadly.

When you start building a city,

1 turn: 102

2 turn: 36

3 turn: 72

4 turn: 130

5 turn: 141

Which says, if you build a city 5 turns (continuously), you'll always get a 409 city like everyone else.

Could be the case.

My favorite part this era was when PDC�s ally is being sieged by an army with very little mages OOP. Instead of casting one locust to completely save his ally, he chain freezes a bunch of armies going after his worthless blocker city! I also enjoyed watching PDC chain freeze armies going after his stuff while his allies face checked cities full of units with their armies full of units as if PDC can�t just cast eye in the sky! What an amazing player and leader PDC is!
